Shaping the Future of Local Government in Lancashire

An important change is on the horizon for the structure of local government in Lancashire, and businesses, community groups, and residents are being invited to have their say.

The UK Government has announced plans to simplify governance in areas with two-tier systems, such as Lancashire, by creating new unitary councils. These single authorities would deliver all local services under one roof, replacing the current two-tier model.

What Does This Mean for Lancashire?

At present, Lancashire County Council provides services such as:

  • Social care

  • Education

  • Highways

  • Libraries

Meanwhile, district and borough councils oversee services like:

  • Waste collection

  • Planning

  • Housing

  • Leisure

Blackpool and Blackburn with Darwen already operate as unitary authorities, and now the rest of the county may follow suit.

Developing the Options

All 15 councils in Lancashire are working together to explore proposals for new unitary arrangements. Current options range from two to five new unitary councils across the county.

These proposals must be submitted to Government by 28 November 2025 and will need to demonstrate:

  • Stronger local leadership

  • Improved service delivery and outcomes

  • Financial sustainability and value for money

  • Economic growth and prosperity

  • Respect for community identity and strong local partnerships
